Changxing Island Detailed Master Plan

Earlier known as Changxing Island Port Industrial District, Changxing Island National Economic and Technological Development Zone is envisioned to be an important node focusing on port industries, petrochemical industry and high-tech research in the northeast coast of China. Made up of the five islands of Changxing Island, Jiaoliu Island, Fengming Island, Xizhong Island and Camel Island in the east coast of Bohai Bay, the total land area of the entire district isabout 502 square kilometers. Transitioning from a rural aquaculture community to a modern port industrial district, by the year 2030, this economic zone will support a population of approximately 1.2 million people.

Changxing Planning Bureau, the local governmental development authority commissioned Stantec along with two other consultants, Kuiper Compagnons and MCM, to create an updated masterplan to facilitate synergies between the industrial jobs and the residential communities while mitigating the competing goals and needs between the two, with the intention of balancing the industrial uses currently being constructed with the pre-existing cultural character, scenic beauty and natural environment of the islands.

Innovative strategies for mitigating the impact of industrial pollution, the preservation of view corridors, water sensitive urban design, comprehensive transportation and transit framework were employed to create transit-oriented, water sensitive, walkable and livable communities.
